10. Men belonging to the Territorial Army who, without reasonable excuse, fail to appear at the time and place appointed for assembly on embodiment, are liable to be dealt with under section 154 of the Army Act (see section 20, Territorial and Reserve Forces Act, 1907); men of the Territorial Army who, without reasonable excuse, absent themselves from preliminary or annual training or from drills, are not liable to arrest by the Police and must be dealt with under section 21 of the Act of 1907. In the latter cases proceedings should be by summons and conducted only under the direction of the County Association.

11. Territorials who, having assembled for annual training, subsequently absent themselves, are liable to be dealt with under section 158 (1) of the Army Act or section 21 of the Territorial and Reserve Forces Act, 1907. They should not be arrested by the Police, but they may be taken into custody by the military authorities.

12. Paragraphs 1-9 apply generally to absentees without leave or deserters from the Air Force or Air Force Reserve, subject to the following modifications. Air Force Act,” Air Force List," air force and Air Ministry" should be substituted for "Army Act.” Army List, military " and "War Office," respectively; and in line 2 of paragraph 9 the word "rejoin" should be substituted for join the colours.' If an airman's unit is overseas or cannot be identified, communications should be addressed to the Officer Commanding, Royal Air Force Depot, Uxbridge, Middlesex. cases coming under paragraph 4, a telegram should be sent to the Officer Commanding the unit stating that the airman is travelling by a certain train. A telegram on this subject sent by the Police to the above-mentioned Officer will be accepted at any Telegraph Office without prepayment provided that it is certified as being on Air Ministry service.

13. Copies of Air Force forms 1617 and 1618 can be obtained from the Air Ministry,

Royal Navy and Royal Marines.

14. If naval ratings or Royal Marines, who surrender to the Police, (a) satisfy the Police of their identity, (b) have been absent less than 2 years and (c) appear physically fit for further service, they should not be brought before Magistrates but should be given railway warrants to their barracks (see page 45).

If they do not come within these conditions, the instructions of the Admiralty should be obtained.

15. A man arrested as an absentee or deserter by the Police on suspicion, under section 9 of the Naval Deserters Act, 1847, should

generally be brought before a Court of Summary Jurisdiction; but if he has merely overstayed his leave and appears to be willing to rejoin his ship or depot, and it does not appear to the officer in charge of the police station that an escort is necessary, he should be conducted to the nearest railway station for the purpose, without being taken before a magistrate. In this case a telegram should be sent to the Commanding Officer of the ship or depot, stating that the absentee is returning by a certain train, and a railway warrant should be provided if necessary (see page 45). Any absentee proving recalcitrant should be taken before a magistrate,

16. Men arrested on warrants issued under section 50 of the Naval Discipline Act, 1866, should be at once disposed of as directed therein.

17. Particulars of a man's arrest, or surrender to the Police, should always be reported by telegram: (a) in the case of naval ratings, to the Commanding Officer of his ship or to the Commodore of the naval barracks at the port to which the man belongs (telegraphic address: COMBRAX." Portsmouth, Devonport, or Chatham) ;

or if there is any doubt regarding the proper barracks, to the Admiralty (Naval Law Branch) so that Admiralty instructions may be obtained; (b) in the case of Royal Marines, to the Admiralty (Naval Law Branch) and also to the Adjutant-General, Royal Marines (telegraphic address: ROYAL MARINES, SOWEST, LONDON ").

18. In the event of the Police conveying the defaulter to his ship or depot, a railway warrant should be used and the directions on page 45 carried out.

19. No expenses incurred by the Police in connection with naval absentees without leave or deserters are recoverable by them from naval funds. A telegram on this subject sent by the Police to any of the above-mentioned Naval Authorities will be accepted at any Telegraph Office without prepayment, if certified as being on Admiralty service.

20. The following is a list of foreign countries with which reciprocal arrangements for the arrest and surrender of deserters from merchant
